When was the Lord’s last will and testament written?

The scholars who are held in high esteem will teach the new testament was written after the Lord died on the cross.

Since when is a last will and testament written after the death of the testator?

What court of law would accept such a Will and Testament?

The key words in Hebrew 9 line 16 is the word (is); For where a testament (is); and then for that Will which is already written to go into effect, the testator must die.

For where a testament is, there must also of necessity be the death of the testator.  Hebrews 9:16
For a testament is of force after men are dead: otherwise it is of no strength at all while the testator liveth.  Hebrews 9:17 

The new testament went into effect when the Lord gave up the ghost! 

And Jesus cried with a loud voice, and gave up the ghost.  Mark 15:37

There was a time which all men were Gentiles under the law of the LORD which the Lord Jesus wrote in their hearts.
 
Israel was given particular laws through Moses at the appointed time while the Gentiles were not given this same law.
 
The Gentiles however have always had the Lord’s law written in their hearts their conscience also bearing witness.
 
No man other than the Lord himself was and is able to keep all the laws.
 
These laws were all given by the LORD in order to be our schoolmaster to bring us unto Christ,  that we might be justified by faith and know the liberty in Christ Jesus our Lord and Saviour.
 
Wherefore, as by one man sin entered into the world, and death by sin; and so death passed upon all men, for that all have sinned:  Romans 5:12
