Speaking in tongues is speaking scripture.

On the day of Pentecost in Acts chapter 2, the Lord’s disciples received the gift of speaking in tongues and the ability to rightly divide the word of truth.
The meaning of (cloven) is divided.
The meaning of (tongues of fire) is the word of God
The meaning of the (spirit) is the word of God.
This gift of speaking in tongues by the Holy Ghost is the ability to speak scripture lines which the Lord declared when he pronounced all of the book of the Lord with his lips from the beginning in the pure language made of pure words. This language is known as Jew’s language; and the Lord’s disciples on the day of Pentecost received the ability to not only speak the word of God, they also received the gift to rightly divide the word of God. They received understanding of all the mate lines of the Lord to give the interpretation of other lines which are in question.
Whenever those with this gift spake a scripture line and their understanding of the scripture line is heard by another and this other person had no understanding, this line of scripture is known as an unknown tongue.
Now these men who came to Jerusalem to worship heard these men with the gift of tongues and they marveled because the men who spake the Jews language were unlearned Galilaeans from the northern Israel.

(note, when people are filled with the Holy Ghost, they speak the word of God with boldness.):

Acts 4:31 And when they had prayed, the place was shaken where they were assembled together; and they were all filled with the Holy Ghost, and they spake the word of God with boldness.

Consider the Galilaean men had a manner of speech which those in Jerusalem knew was distinct from their own:

Mark 14:70 And he denied it again. And a little after, they that stood by said again to Peter, Surely thou art one of them: for thou art a Galilaean, and thy speech agreeth thereto.

Matthew 26: 71 And when he was gone out into the porch, another maid saw him, and said unto them that were there, This fellow was also with Jesus of Nazareth. 72 And again he denied with an oath, I do not know the man.  73 And after a while came unto him they that stood by, and said to Peter, Surely thou also art one of them; for thy speech bewrayeth thee.

The men who came from the other countries were called devout Jews. Their fathers were scattered by God because many married strange wives and their children could not speak in the Jews language; therefore they could not keep the commandments of the Lord. These men however came to Jerusalem to observe the feast day of the Lord and were known as devout Jews. They were devout Jews because they kept the language in which they were born. The language in which a Jew is born is the Jews language and not the languages of all these strange countries where they lived.
The language in which devout Jews are born is the Jews language; the Hebrew tongue.

What advantage then hath the Jew? or what profit is there of circumcision? Romans 3:1
Much every way: chiefly, because that unto them were committed the oracles of God. Romans 3:2
For what if some did not believe? shall their unbelief make the faith of God without effect? Romans 3:3
God forbid: yea, let God be true, but every man a liar; as it is written, That thou mightest be justified in thy sayings, and mightest overcome when thou art judged. Romans 3:4

The Lord’s disciples spake only one pure language and the precepts of the Lord are known as tongues, as stammering lips and another tongue. Peter admonished these devout Jews speaking only in one language, the pure language known as the Jews language and the devout Jews heard Peter saying the following in the same language in which the disciples spake:

The spirit of the Lord is his word, his manner of speech, the language of God and not of man, nor of the flesh, nor of other strange countries.

It is the spirit that quickeneth; the flesh profiteth nothing: the words that I speak unto you, they are spirit, and they are life. John 6:63

Speaking in tongues is speaking scripture lines. Paul’s understanding of scripture lines was unfruitful to the unlearned who heard the pure words of a scripture line or lines but they were without understanding. Every word of God is spoken in tongues by the Lord Jesus when he declared the end from the beginning and distinctly pronounced every pure word with his lips; he wrote and preserved every jot and tittle for all generations so that every person can know with certainty the words of truth.

(Isaiah 46:9,10; Genesis11:1; Zephaniah 3:9; Psalm 12:6,7; 33:11; 89:34; 68:11; Hebrews 12:2; Proverbs 22:20,21; Acts26:14,15; Matthew 4:4; Isaiah 34:16,17; Hosea8:12)

The apostles received the gift of tongues and the talent to rightly divide the word of truth by the Lord Jesus when cloven (divided) tongues of fire descended upon them.

Nevertheless these ye shall not eat of them that chew the cud, or of them that divide the cloven hoof; as the camel, and the hare, and the coney: for they chew the cud, but divide not the hoof; therefore they are unclean unto you. Deuteronomy 14:7
